高密度旅游城市低空经济的场景选择与治理机制研究——以澳门特别行政区为例

摘 要：澳门的常住人口、游客流量、机场净空、历史城区、口岸和琴澳跨境制度叠加，使同一项飞行任务的公共价值与治理成本同时上升。本文以澳门为案例，结合官方统计和民航监管资料，采用场景—约束匹配的方法，对应急医疗、台风灾后勘察、基础设施巡检、口岸应急支持、会展高价值小件等场景进行政策适配判断。分析结果表明，澳门近期不宜从日常外卖、开放式低空观光或大规模商业飞行起步，更适合先在固定节点和明确责任链条内开展小范围试点。文章提出平台统筹、风险分级、场地认证、异常停飞和琴澳制度沙盒等配套措施。

Scenario Selection and Governance Mechanisms for the Low-Altitude Economy in High-Density Tourism Cities ——A Case Study of the Macao Special Administrative Region

Abstract: The combination of Macau ’s permanent resident population, tourist traffic, airport airspace, historic districts, border crossings, and the cross-border arrangements between Zhuhai and Macau means that the public value and governance costs of a single flight mission both increase simultaneously. Using Macao as a policy case, this paper combines official statistics, regulatory document analysis, and scenario-constraint matching to identify suitable entry points and governance priorities. The analysis suggests that Macao should not start with daily food delivery, open tourism flights, or large-scale commercial operations. Instead, emergency medical delivery, post-typhoon assessment, infrastructure inspection, checkpoint emergency support, and high-value MICE logistics should be considered first because their boundaries are clearer and their public value is more visible. This paper proposes a governance path of public-value prioritization, fixed-node pilots, platform-based coordination, risk-tiered regulation, and later cross-border experimentation.
