深圳数字新基建高质量发展路径研究

摘 要:数字新基建是推动经济社会数字化转型的战略基石，也是培育新质生产力、构建现代化产业体系的关键支撑。深圳作为中国特色社会主义先行示范区，正积极布局以5G、人工智能工业互联网、数据中心等为代表的数字新基建，推动城市治理智能化、产业发展数字化、生活服务智慧化。本文基于国家对新型基础设施建设的战略部署与全球数字化发展趋势，分析深圳数字新基建的现状特征、面临挑战与发展机遇，提出以“技术引领、网络跃升、算力筑基、融合赋能、生态协同、自主可控、规则衔接、场景牵引”为核心的发展路径，助力深圳打造全球数字先锋城市。

Abstract: Digital new infrastructure is the strategic comerstone for promoting the digitaltransformation of the economy and society, as well as the key support for cultivating new productiveforces and building a modern industrial system. As a pilot demonstration area of socialism withChinese characteristics, Shenzhen is actively deploying digital new infrastructure represented by 5G,artificial intelligence, industrial internet, and data centers, aiming to advance intelligent urban governance, digital industrial development, and smart lifestyle services. Based on the national strategicdeployment for new infrastructure construction and global digital development trends, this paperanalyzes the current characteristics, challenges, and development opportunities of Shenzhen's digitalnew infrastructure. It proposes a development path centered on 'technology leadership, networkupgrading, computing power foundation, integration empowerment, ecological synergy, independentcontrol, rule alignment, and scenario traction' to help Shenzhen become a global digital pioneer city.
