--兼论中国--澳大利亚双边关系视角下中国央企

摘要:地缘冲突、极端气候灾害、公共卫生冲击和贸易壁垒交织出现,叠加绿色监管规则趋严,供应链韧性已不再只是运营效率问题,而是关系国家产业安全、企业长期价值和全球价值链调整的现实课题。既有研究表明,企业ESG表现可经由声誉积累、融资约束缓释、绿色技术创新、市场信号传递和上下游行为传导影响供应链韧性,但相关讨论仍存在拆解零散、企业材料不足、跨境制度差异关注不够等问题。本文在动态能力、利益相关者、资源依赖、制度和三重底线理论基础上,结合中澳资源贸易、气候披露规则和央企链主责任,重新梳理ESG如何进入风险识别、资源安排、链条修复和适应升级过程。文章采用DFAT、ABS等公开数据,并补充BHP一中国宝武、RioTinto-中国宝武低碳钢铁合作材料,提出适配央企跨境资源链的六板块二十四项评价工具。研究认为,ESG不宜被看作额外合规支出;在中澳供应链中,它更像一套把碳数据、社区信任、合同治理和披露审验连接起来的经营规则。央企若能把ESG嵌入采购、合同、供应商分级、数据审验和境外项目沟通,可更稳妥地提升抵御冲击、恢复运行和持续改进能力。

Abstract: Geopolitical frictions, extreme climate events, public health shocks and trade barriers,together with stricter green regulation, have moved supply chain resilience beyond a narrow operational issue. It now relates to industrial security, long-term corporate value and the adjustment of global value chains. Prior studies suggest that ESG performance affects supply chain resiliencethrough reputation, financing conditions, green innovation, market signalling and upstream-downstream transmission. Yet the literature remains fragmented and gives insufficient attention tofirm-level materials and cross-border institutional differences. Drawing on dynamic capability theory,stakeholder theory, resource dependence theory, institutional theory and the triple bottom line, thispaper revisits how ESG enters risk identification, resource arrangement, recovery and adaptiveupgrading. It uses China-Australia resource trade, climate disclosure rules, and the responsibility ofcentral state-owned enterprises as the analytical setting, and incorporates public data from DFAT andABS as well as low-carbon steel cooperation materials from China Baowu, BHP and Rio Tinto. Thepaper proposes a six-part, twenty-four-indicator evaluation tool for cross-border resource supplychains. It argues that ESG should not be treated as an additional compliance cost, but as a set ofoperational rules linking carbon data, community trust, contract governance and disclosure assurance.
